Lacking a doctrine of strategic bombing, the Luftwaffe never built quantities of an appropriate heavy bomber. Early in the war, it had excellent tactical aviation, but when it faced Britain's integrated air defense system, the medium bombers did not have the numbers or bombload to do major damage.
I am no military historian, and in a technical sense this might be right. And even so. I do not think they want to say that in the East End. Or in Coventry. Or in any number of other cities. Or to my mother, come to that.
