Potato cake

But part of the process of discovery led me to this, which just bewilders me:
The term "potato cake" in the United Kingdom, however, refers to a savoury cake which is typically eaten raw.
Seriously: does anybody know to what this refers? It's in Wikipedia. Either I'm forgetting something I have known life-long, or it's just ... weird. Or badly written, to the point of obfuscation. My notion of a British potato cake is kind of like a fishcake, formed from mashed potato and fried hopefully crisp on the outside. I don't believe I have ever encountered raw potato in any UK dish?
